Default Oil Plug Welded

Anyone ever have an issue with an oil plug being welded? Can you do a top down oil change on the 70 w30 models 455?

Thanks

Theoretically, anything is possible. I suppose a vacuum suction pump could be used to empty the pan? Doing so would not necessarily be convenient or efficient.!

If it were me I would, in order of attempts:
1. Try breaking the weld
2. Drilling & tapping another hole to install a usable drain plug
3. Install a replacement oil pan
