Default Problem with Whine after hot-restart

I have a 1969 olds 442. I installed a solid state distributor about 10 years ago. I had some work done on the body last year and ever since the car runs great when I start it the first time. Once I shut it down (after the choke has completely pulled off) and restart it there is a very audible whine that seems to be coming from the distributor - also the engine GEN light comes on. The whine goes away and the light goes off once I pick up speed or if I put the car in Park/Neutral (and the RPM pick up).

Any ideas on why the distributor is whining and the GEN light is going on? How do I fix it?

Sounds like a loose belt problem to me?
