Default Ron's Classic Cutlass problem

I would like some advice about a transaction I had with Ron Memmer of Ron's Classic Cutlass of Monticello, Indiana. Fusik's Auto Parts suggested that I call him. He came to look at some New Old Stock parts I had for a 1971 442. He told me that he was an expert and could tell me what the retail prices where for the parts. He wrote down the prices as follows: Ram Air hood $5000-$6000; fenders $2000 each; convertible quarters $1800 each; rear bumper $1000-$1200; grill $500-$600; sports steering wheel $400-$500. As it turns out, all the prices he wrote down were accurate except the steering wheel, which he bought. I called him and he admitted the steering wheel could be worth as much as $2200. Then why did he write down "$400-$500" a day earlier? Having listened for 20 minutes about how honest he is and how much an expert he is, why did he suggest the steering wheel retailed for 25% of its true value? Any suggestions from experienced Olds guys?
