Default Header Panel removal???

Greetings. I have a 1999 Olds Alero, have had it since 2003 without too many major problems. Had to replace an EGR valve 2x and the lower intake gasket, but other than that it's just had general maintenance. Then the inevitable happened and I had a minor fender bender. I'm going to replace the hood, the passenger headlight, and the header panel. Hood and headlight? Too easy. Header panel, well that's why I'm asking.

The Header panel isn't obvious where it goes. I'm sure I'll have to remove the bumper, but someone brought up that the radiator might need removed as well? Anyone out there able to tell me if this is necessary? Thank you in advance!
