Problem with IPC/BFC ACC and not starting

So this car has many problems that I may get into later if this major one gets solved. Car is an 04 Alero with an issue that makes it not start. Then car will start normally no problem, but when running none of the gauges work. If i pull the IPC/BFC ACC fuse while running it will turn all the gauges and dash on. However, when you then turn the car off it will not turn back on without that fuse in.
I have already checked that fuse and all others in the fuse block inside the door and they are all good. They all also have power to them. The fuse block in the engine is still ongoing but some of those (climate contol fuse and maybe some others) are without power to them. This is probably an unrelated issue, but im not sure.
Anybody with any ideas would be great.
Thanks steve

I think the lack of power to some fuses is related. It is common for the underhood fuse blocks to get corrosion on the bottom, causing all sorts of strange problems. Check there first and let us know what you find.

Steve I am now having the same issue in a 2005 Grand am. I've checked all my fuses and just like you said it'll start fine with the IPC/BFC fuse in place but gauges and cluster won't work ullnless I pull it after it starts. How did u correct your problem? Thanks in advance!

bumping an old post because I have the same exact situation. Has anyone solved this? Can’t find any other information on google.

Found out the problem after lots of testing and researching. It was the cruise control fuse on the passenger side that blew and caused this if anyone else ever runs into it.
