Lifter problem?
 

I have a 1987 Cutlass supreme with a 77-80 Olds 350 with 3A head (found out last week). The engine has or looks to have all of the original 307 accessories etc... I was having a problem the engine not wanting to run and if it did it would run rough or blow the gas out of the carb. The engine seems to have been a jasper rebuild and has low miles on it. The lifters are stuck, well all except 3 and the cam is still good. any ideas?
