high idle

My dad has a 1996 ciera xl 3.1 v6 when he starts it in the morning the idle is realy high , after 10 mins of warming up he trys to tap the gas and the idle will not came down. he has to turn off the car and turn it back on and the idle is fine. please help thanks

Sounds like the idle air control motor is bad or stuck. If you pull off the throttle body and clean out the carbon buildup, you may be able to fix it. Otherwise, a new idle air control might be needed. They aren't too expensive, less than $100 if I recall correctly.
