idle rpm jumps to 1500rpm

Default idle rpm jumps to 1500rpm
idle rpm ocasionally jumps to about 1500rpm for no reason..parked with brake applied rpm suddenly jumps..patting the accelerator will not help..kill engine and restart everything is normal. acts like a solenoid is activating the fast idle...any ideas
