Shoulderbelt not stopping on 1994 Cutlass Supreme
 

Just got this car as a gift for kids. Drove it home and noticed no matter how hard I pull on the shoulder belt it’s not catching, I.e., I don’t think it is going to do anything in a crash. I also tried checking/holding tension while hard braking. I’ve been driving for forty years and owned maybe a dozen used cars and never had one like this. That the passenger side does the same it had me thinking perhaps this belt is working fine!

I had a 1994 Cadillac for a short time and I don’t remember it doing this.

Any advice appreciated.

note: any keywords I’ve tried in a search on Google take me to seatbelts locking, which is not my issue. If there is a term for this that might be all I need :)
