p.s. will this be a the cheepest way for big improvement in terms of handling(brakin, turn-in, etc.)

IF YOU INTEND TO STAY WITH 16 INCH THEN STAY WITH WHAT OLDS.PUT ON THE CAR. THE OVERALL DIAMETER OF A 2256016 IS 26.60.YOU MAY CHANGE WHEELS AND GO TO A 2155517,OR2255517 OR2355017 AND NOT SCREW YOUR FUEL ;MILEAGE,HANDLING,SPEEDOMETER,AND RIDEABALITY.NEVER GO MORE THAN 3 RIM SIZES. EXAMPLE; 16 INCH ORIGINAL UP TO 19 INCH.THE MORE YOU GO UP THE WORSE THE RIDE AND HANDLING BECOME. REMEMBER; nobody knows more than G M .

if you go to a lower profile, not only are you going to screw up your speedometer, but you're also going to give yourself a much bumpier ride. You can do it if you want, its not going to break anything, but its just going to affect ride quality.

Yes, but, every design detail that GM puts into a car is a compromise. They design the vehicles for a specific purpose. You can make any change you want to a vehicle, as long as you change every other part of the system around the change.
Your easiest change for the better is to upsize the tire. Make sure that when you do this, you select a tire that has approximately the same diameter as the original. I have done this with great results.
A more involved change would be to increase the wheel diameter. When you do this, you may need to change the damping rates and/or spring rates to get the ride quality you want. You also may need to increase the brake rotor diameter to compensate to the added rotational inertia of the larger wheel/tire combination.
I hope this helps!
