Default Starting issues 1999 eighty-eight

Hi Olds friends! I Could use some expert advise; i.e. HELP!
I have a 1999 88 olds 72k and it will not start. Little history; I religiously use Lucas Oil upper head and valve cleaner in every tank fill. And use Mobile One oil w/ LO stabilizer. Last year I put new plugs and cables. Also had to replace one of the spare plug coils due to rust and corrosion. OH I did have to replace the starter 5 months ago, it died! NOW; I have a new battery and starter. All terminals are cleaned for good contact. When I turn it over the starter engages but just does a 1 sec jolt. I removed the starter and noticed the casing had broken off. CRAP! So I exchanged it for a new one and upgraded. Same thing just a jolt no broken casing. I put a ratchet to the main pulley and it turns about an inch and will not go any further. ANY IDEAS WOULD BE GREATLY APPRECIATED. THX
