No oil pressure

I've rebuilt a 455 engine from a 1976 '98' but can't get any oil pressure.The Chilton manual said to pack the pump with petroleum jelly so that's what I did. I've tried using the starter motor and also driving the pump direct with an electric drill. However, neither produces any oil pressure. Any suggestions?
