Strut Replacement

I have a 1992 Olds 98 and have had the front struts replaced, however when I look at the top nut they are not tightened all the way down, is this correct?Thanks for any help

The topnut seems loose to me, but I checked with the local GM dealer and was told that they are adjusted right.
