No crank/no start
 

Daughter bought 2000 silhouette with v6 engine..it started up and run but engine had bad engine..Son in law replaced with low mileage used engine..got in to start and won't crank over..I helped him check all wires to make sure he didn't leave something unplugged and no pinched or cut wires..all good..can jump the start relay and eng cranks and if spray starting fluid into engine it will try and run off fluid..so what we have is start relay not activating and fuel pump relay won't working when turn key on and off..All fuses has been checked with visual and with volt meter..Need Help..Don't know what we are missing
