Also, here in canada i have snow tires mounted on steel rims. I find that every spring when i mount my summer tires back on my chrome rims, they are always leaking at the seal? to get them cleaned and resealed it about $28.00 per tire. How can avoid this leak while they are just sitting in my garage over the winter?

First, why are you pulling the summer tires off your summer rims? I would leave them on, just let most of the air out of them. Mounting and remounting a tire too many times is not good for it.
If you have the GM chrome rims, they are somewhat porous. One solution is to clean the rim really well, then spread clear silicone over the inside to seal any small pinholes. There is a GM service bulletin about this, but I don't remember the number right now.
