70 cutlass wont do anything

I bought a 70 olds cutlass convertible and when I hit the key it wont engage the starter, but when i crawl under the car and jump across the solenoid it will turn over...any ideas on what it could be, and how to check other things it could be?

I had a 67 Chevy pick up that had that problem, new switch fixed it.
