Smoke from steering column

Hey, I'm a noob here but am a member on Neons.org. This concerns my wifes car. She has a 89 Oldsmobile Cutlass Supreme that she just got from her grandparents. My father inlaw worked on and fixed most of the problems it had but there's one problem that won't go away. Once the key is in the ignition and turn the key to where the radio and dash etc. come on but you don't start the car,about 30 seconds later a wisp of white smoke starts to come out of the steering column. We take the key quickly out and the key is hot. What's the problem? I know it has to be a short somewhere or the ignition switch, anybody know whats going on?

Hey, If there has been work done to the car, take the steering wheel off and the column out and looks for shorts or crossed wires. Also, make sure that the ignition body is not shorting out as well.
