'89 olds 3.1 cu in surges at 2000rpm at 38 mph. It acts like a bad EGR. I replaced it but still surges. It also turns over more that usually when cold. Scan tools saids it is running lean when it surges. But all the temp sensors read correctly. Any ideas? Thanks,
