Am i able to get it off without the special tool? Or do i need the removal tool?
also, is there a fuel pressure release switch on this vehicle?

It's been awhile since I changed mine, but as best I remember, it is just forward of the rear wheels in the middle of the car. It's kind of a pain to get to since the evap canister is tucked up next to it, and it's up in a little crevice of it's own.
Follow the fuel lines from the tank, you'll find it fairly easily.
No special tools required. To release fuel pressure, I just pulled the fuel pump fuse and cranked the engine for a few seconds. No spill, no fuss.

yes, you may even have two filters. the first filter is usually in the fender well area, along the fuel tank in the rear of the car. a second one can be with in a foot of the fuel injection unit as the fuel piping goes from steel to rubber.
