Sluggish Steering

I have a '89 olds cutlass supreme. 210,000 miles. Steering is sluggish at both ends. Ok at the majority of the travel, but kind of hard steering at both ends. Especially if I make a fastsharp turn.Is the rack and pinion worn out or the PS pump. Any insight would be appreciated. Thanks,

IS FLUID LEVEL CORRECT ? HAS FLUID EVER BEEN FLUSHED? I ALWAYS FLUSH AND REFILL BEFORE I START REPLACING PARTS.

Thanks for the reply. I did flush it and that reduced the sluglishness a little bit, but it is still sluglish at the extremes. I believe it is the pump, because it the pump wines more that usual,when it is at the extremes.
