Question about Hilborn style scoop.

The description isn't very specific. Is it just a scoop that mounts to your hood or is it an air cleaner? It also says it has a throttle linkage for the butterfly valves so if its a mounted scoop you'd have to disconnect the linkage every time you pop the hood. Also, says it comes with cleaner elements which makes me think it might be an air cleaner, not a scoop. Thanks in advance.
