olds radiator cooling fans

I have a 1997 olds cutlass supreme and both cooling fans are not working. Do you think that the relays are bad or could it be something else?

Clean both battery cables, this includes the small ground wire,and all the grounds accross the raditor support, it is unlikely that both relays went out at the same time. Check fuses.
