No, they are not under the valve covers. To change them out you need to first disconnet the negativeterminal of the battery, remove the plastic decor cover, disconnect the ignition module connector, remove the ignition module,pull out the rubber boots if any of themdecided to stayin the plug wells (you can use a pair of pliers but do use a piece of rag or a piece of bicycle inner tube rubber to protect the boots from being torn), blow the plug wells with shop air to clear up any residue down there, then remove the plugs. Most would recommend using stock Delco plugs (NGK double plats), but Autolite and Champion have their equivalent, may be cheaper. Gap the plugs. Do some clean up work before re-install everything. Use anti-seize compound on the threads, use dielectric grease in the rubber boots. Use a torque wrench to tighten the plugs. I don't bother remembering the exact torque but I simply do mine at 144 in-lb. You will need an 8" extension to get to the plugs in the wells. You'll will have to do everything blind for the rear bank plugs.
