My uncle has an 89' cutlass and his speedometer fails intermittently and the performance suffers at the same time. He said it started right after a brake job. Please point me in the right direction.

I have pulled codes on my own car (ford taurus) using a paper clip jumper...can it be done on here? If so, are there any tutorials or pictures on what to jump?
