trouble code 53 1989 Oldsmobile Cutlass

Hi all
I have a 1989 oldsmobile cutlass cierra 2.8 V6 multi-port fuel injection. The car will not start and i am experiencing a trouble code 53 (the ECM/PCM is receiving more than 17.2 volts for more than 2 seconds) and i am unable to dismiss the code after clearing the ECM/PCM and disconnecting the alternator. Any Ideas?
